Yes, by adding an ordering validation at epf_ntb_bind() time, and
documenting the constraint in
Documentation/PCI/endpoint/pci-vntb-howto.rst.
The sorting was only added for convenience, and there should be no strong
technical reason to support arbitrary MW ordering.
