[linux-dvb] ORF-Channels

Hello.
I just like to know if it is possible to watch the ORF-Channels in
Germany.
If there is way to do so, please somebody let me know what addional
hardware / software is required.
Some weeks ago, I read on a page in the web, that there is no regular
way to decrypt these channel in Germany.
Is this true?
