For UK DVB-T, I can confirm that the NIT carries the "precise" frequencies.  
i.e. for the Crystal Palace transmitter in London, the NIT lists the 
following frequencies:

50583333
48183333
56183333
52983333
57816667
53783333

These are in units of 10Hz.
