I once had the problem that the tuner.o was loaded from the bttv package.
This (of course) can not tune the dvb-t card. Check where your tuner.o come
from. Maybe remove the bttv package for testing and check with modprobe -v where
the modules come from that you load.

When you use a recent driver there should not be any conflicts with any tuner.o anymore.
