I've seen this when it first tunes into the new frequency. I had to run the command again, and this time it worked. From what I recall it doesn't find the PAT/PMT immediately (which contain the PIDs IIRC). Not sure if it is a bug, or just a feature. It would be nice for the program to keep polling the card until it does receive the PAT/PMT PIDs. If you're just after the names/PIDs, you could try dvbscan (part of the dvbsak package IIRC, though I can't remember where I got it from).
