The problem is that you probably will not get always exact the same
frame content. There is a lot that can go wrong from retrieving it from
a tape at the sender till it is placed on the disk. There may all the
following steps be involved:
- reading from analog or digital maz
- transmitting it via analog sat to digital feed
- doing realtime encoding with dynamic bandwith allocation
- forward error correction during decode 

Just one bit that is different doesn't allow an exact comparison. You
would need very sophisticated image recognition to make sure that this
works.
