no, the PCB is not compatible to DVB-S or DVB-C tuner modules.

Anyway, the required changes are simple, you just have to adjust the voltages of the power supplies and to make a new layout for the tuner you want to use. All required informations to modify the power supplies are in the schematic and in the datasheets of the DC/DC converters.
