I have two cards (DVB-C and DVB-T - I've had two DVB-C cards too) with hw_sections=0 and I do not have any problems with recording specifically. I 'only' experience general unstability with two cards. Often the screen just stays blank on one of the cards after a while. Need to reload driver to resolve problems. When the system is ok, recordings are perfect.
