The saa7196 can decode the signal from the tuner, scale it and set it to some other chipset in order to display it. The saa7196 is only a slave chipset that can be programmed via i2c.
So there must be some other chipset on that board, which provides the pci connectivity and the video overlay capabilities (if there are any) -- that's the important stuff.
So you need chipset informations for that chipset, too, and even better: a description how this all works together. But it's unlikely that Intel will give away these informations -- perhaps they don't even have them anymore...
