AFAIK DVB does not specify any method for this, but others specs based on DVB do, e.g. http://www.nordig.org/ defines a logical-channel-number (LCN) descriptor. It is used in cable networks only, because there must be an agreement between cable operator and broadcasters about the LCN (i.e. if you want number 1 you have to pay big money). It is also not uncommon for cable operators to define a private descriptor for channel ordering, which must then be implemented by the STB manufacturers who want to sell receivers to the cable op.
