Thus there's no load on the "LNB power supply" -- might be a factor.

Like many other people my favorite testing station is Pro7 (FTA with AC3
sound), which is vertically polarized on Astra 19.2E, which is (or should be)
13V . As it turns out, horizontal transponders work perfectly, so I didn't
touch the AGC/AFC settings.

However, setting OP2 to output, high or low, or keeping it Hi-Z makes no
difference :-( . Correct me if I'm wrong, I read back the value of reg0x08 in
stv0299_set_voltage, just before "switch (voltage)". Getting 0x43, 0x03,
0x23, respectively.

It seems like the LNB voltage really is too high, but the fix must be somehow
different. I won't be working on this next week; I'll have another look at
the board itself afterwards, unless someone has a better idea.
