Could it be that the scan utility marks radio stations as scrambled, which aren't?
If I do a scan on Astra 28.2E with something like
scan -s 2 -t 1 -o vdr -x 0 Astra-28.2E
e.g. the RTE radio stations are left out (AFAIK they're not scrambled, at least they didn't use to be) but the TV channels on the same transponder are scrambled.
I think that "scan" must be making the mistake of believing the service information :-).
The RTE radio stations (10744h SR 22000) are transmitted with the "free_CA_mode" flag set to "CA" in the SDT. However, there are no conditional access descriptors specifying the type of conditional access system, so scan could ignore the "free_CA_mode" flag, and just check for the presence of CA descriptors instead.
