It picks one of them more or less random (i.e. the first PMT table it
does see) and puts the other ones into a menu which it builds on the
fly.

Nothing.  At least in theory, can't test that as there no PID clashes
in Berlin's DVB-T channels.  mtt should ignore the packages because of
the wrong PES header.  And after a short time it will notice the
change due to the new PAT table arriving and switch over to a teletext
stream of the new service.
