No problems, I've signed up for access to the Philips developers area, as long as the TDA8274 doesn't have Macrovision support then there should be no NDA to sign.
Christian Hack was the gent who the Philips Engineer was dealing with, about a year ago. No idea who as yet, I'll let you know how I go. I think the TDA8274 programming information may be the hardest to come by, as this is a rather new tuner.
