This depends on a lot of things, mainly on the hardare you are using.

Not all the world is a PC.

There are many architectures to chose from, and many are much  better
suited  for  embedded systems than the x86. I've never seen a BIOS on
PowerPC  systems  (where  you  can  get  Open  Source  firmware  like
"PPCBoot").
