For very low volume (2 -10) or prototyping we have just gone out and 
purchased laptops and then cannibalized them for the pieces we needed. 
If you have a particular laptop in mind you can just purchase the boards 
inside from a repair center. If this is all you need just track down the 
service center of any laptop manufacturer and order just the parts you want.

For anything beyond that we have just designed our own mainboards with 
onboard UPS. Using a Geode or STPC SOC to a P-III or K7 it only takes a 
few weeks and around a $25K (US) budget to make a couple boards with the 
exact features needed.
