I saw in class/GERMAN.var the de-latin1-nodeadkeys but the -nodeadkeys is
not possible with latin9.
Did you build a proper X config? That is, you might need to do some tweakings in
the debconf/ section of your config space.

I build a new client , reconfigure xsever-xorg it, get the debconf
option then patch my config/debconf fai option.
then reinstall the client to test. after reboot client the keybord's
behaviour is now ok.
