After trying this repeatedly, I get the feeling that the chrooted environment doesn't have access to FAI_CONFIGDIR=/srv/fai/config mounted to the value i have defined in the var FAI in fai.conf at the time the apt-get update occurs in the chrooted environment during fai-setup I made a repo on a different machine, put the http url for the repo in /etc/fai/apt/sources.list , and it worked fine.
