fai-quickstart dependencies

I noticed that isc-dhcp-server is  a dependency of fai-quickstart and 
fai-server. Obviously you don't need to run a dhcp server on your FAI 
server. Is that package really necessary for FAI to work? I know it is 
no big deal to have the package itself installed because it will be 
disabled by defult.  But it could really mess up a network if it 
accidently got enabled.
