Gshi and Alan have already answered, but I'll chime in too: Not fully
meshed topologies are too much of a pain to add; we'd end up
implementing our own message routing, forwarding, resending by proxies
et cetera.

This is not useful. If this is desired, the IP layer should handle this
for us - running routed IP/mcast everywhere and use mcast with a ttl > 1
to achieve this effect.
