Shouldn't this be a resource? You need a cluster IP, after all, as
there is no default cluster IP? Otherwise, how would anyone know what
node to direct it to. If the node you've chosen is down, you would have
to manually choose another IP.
But, if you make it a cluster resource, then it will be highly available

Hi, I will test the way using a cluster IP soon.
One concern is that we have to configure the cluster IP manually.
And another is the break when the cluster IP takeover.
The second point need test.
In my current test, the GUI client keeps the active node list.
The mgmtd is started by heartbeat, so all active nodes can be connected.
When GUI client losts the connection to current node, it will choose another
active node to connect.
And one benifit is the GUI can start with empty cib.xml.
The bad thing is the user must know at least one active node's name.
