I think if in doubt, the conversion should select the RA which hb1 would
have used. Remember this is about generating a compatible configuration!
We can special case some resource types - IPaddr, Filesystem etc, those
we supply ourselves - which we _want_ to be OCF RAs after the conversion
(both for their new features as well as an example in the configuration
for OCF style configurations); but in general, it shouldn't change the
behaviour.

The one most important feature of the conversion IMHO is generating a
useful STONITH configuration too. This is by far the biggest obstacle
and most complex resource setup the users will require, and we need to
help them with it.
