Which is why I sent out an email saying:

"CTS testers please note this commit.

And, as I said, putting this parameter in the config.c is DEFINITELY a bug. I have not heard any cogent arguments on the subject. Some BS about the CIB being unable to read the CIB in order to deal with a CIB parameter, and how there are complicated policies with regard to config_writes - which there aren't.

Unless I hear at least one rational argument (which hasn't happened so far), I'll remove the code from config.c - because it was clearly put in without proper thought or consultation.
