yes, now CIB data is in CIB.py.in
So why the new option? People running CTS don't have to install a CIB
generated by CTS. It will happily run customized by the user.
just provide an optional choice, CTS will generate new cib only if
--clobber-cib or -c is specified,
otherwise CTS will run with the user customized cib.
