It would not fix any bug. It is necessary for the 3rd quorum server.
Because when the split-brain happens, one sub-cluster should have only
one node could connect to the 3rd part quorum server to query the quorum status.
The node would be the leader of the sub-cluster. And it will broadcast
the quorum status to other members.
