Historical reasons. _to my knowledge_ there is no dependency on time of
day. We're pretty careful to use only times(2)-derived interval
measurements.

It's a kernel/glibc bug that we worked around in CVS. And, it's
documented in Bugzilla. Both ours and Novell's.
