We had actually discussed this back when, and it was the original idea.
However, Alan wanted the possibility that not every node has to run the
CRM. And the CRM could die independently of the CCM. And, things like
CRM version etc also affect the election. And, as Andrew points out, we
may want to replace the communication infrastructure underneath the CRM
one day ...
So it's really not quite possible to do away with this additional layer.
