A big desire I have is that I want to be able to copy the RAs directly
from my source tree to the target system.

Thus, all paths they need to bootstrap should be in the environment. For
sure, they should get the OCF_ROOT_DIR directory and could then source
whatever they need relative to that one; our ocf-shellfuncs helper could
go in there as a .../resource.d/heartbeat/.ocfrc and then the LRM plugin
be told to "mask" that from being listed as a RA.

(Though I think it already does that - all . files are filtered?)
