I did some very quick scaling tests with 2.0.5 last year. I tested that single
node joining/leaving, bringing the cluster down/up from quorum and starting /
stopping all nodes in the cluster as the same time. I only had a single "dummy"
resource configured in the cluster.

12 node cluster: Passed all of my tests.

24 node cluster: Cluster worked until a new DC needed to be elected, at which
point heartbeat crashed.

I don't know what size between 12 and 24 is the maximum working size. I also
haven't tested anything more recent than 2.0.5.
