You can only use cibadmin; editing the cib.xml file manually while the
cluster is running has no effect. You'd need to take the cluster
offline, make the changes and bring it back online.
cibadmin also has a man page.
Also, there's tools like crm_resource, crm_attribute, crm_standby et al
to manage the cluster.
