One reason I like to order the resources, is that when one has more resources than can be displayed by crm_mon in a screenful (at least whilst remaining readable...), it is useful to be able to put things like STONITH resources at the bottom.
AFAIK Easiest way to achieve resources ordering is to delete them, and add them back with cibadmin. Easy enough to do, but you probably need to play around with the "is_managed" parameter if your cluster is live... Otherwise, just put all nodes in standby, make your changes, then put them back on-line. BTW - this is all because the admin tools are so weak... The GUI has already interface components that should achieve this, but it just "doesn't work". It's actually rather counter-intuitive, as the up and down arrows only do the intuitive thing on resources within groups.
