Yes, I am using the mgmtd client library to send messages to mgmtd.

The best way for 3rd party apps to modify the CIB is to talk to the cib

What  do you mean by  talking to the cib process directly?  To use cibadmin
and crmadmin?

yeah, cibadmin or some of the related tools.

there is also the possibility to connect directly over a TLS
connection in the same way as for the mgmtd.
