Maybe you forgot what the topic is. We are not talking about the output produced between different versions which is quite obvious it is different. Here the problem is that the haresources2cib.py provided with SLES10, and with its updates too, doesn't generate a correct cib.xml. Unfortunately I don't longer have the environment to reproduce the problem to give you more information.
