you need to use the crm_master command. either increase the value on the secondary or reduce it on the primary. the master will be placed on the machine with the highest value.
As the constraints are configured for the order and the placement all the rest should be managed by the cluster. Meaning shutdown the xen machine, dismounting the filesystem, ....
