I have found the the heartbeat GUI will cache the results it finds
while searching the ocf folder. Connect -disconnect is not enough to
update the cache. You have to totally shutdown the HA-GUI. (I am using
an older version. This may be fixed now)

I sometimes do experience the same. No ocf resources, only heartbeat, lsb and
stonith. My system: debian etch, heartbeat 2.1.1.

Quick and really dirty solution: Restart GUI, perhaps several times.
