yes sorry...

When I do:

"service network stop" on sptopsware1

The sptopsware2 goes active and starts the resource. - great!

However

When I do:

"service network start" on sptopsware1 to restart the network

sptopsware1 takes back the resource. ??????

Why is this happening?
