You can get cluster cron from here:

Note that the version above is derived from vanilla vixe cron. Most linux
distributions maintain their own versions of cron with various bugfixes and
linux-isms, so a few months ago I merged the clustercron patches into the debian
version of cron.

You can grab that version from here, which also includes a heartbeat resource
script.
