No, this is not really feasible.

The alternative to this would be async monitoring, where a daemon would
constantly run and send async failure notifications to lrmd (and thus to
crmd) when a failure is detected. Becuase the daemon would constantly
run, it'd be less prone to fork/exec load etc and lower the likelihood
of congestion. (And the contribution to it, as well!)

But longer timeouts are really, really the way to go.
