There already exists an OCF OpenVZ RA: ManageVE. Did you try it?
Or is it that you can't use it for some reason? If so, why?

Looks like you ran into this bug:

http://old.linux-foundation.org/developer_bugzilla/show_bug.cgi?id=1758

You'll have to use cibadmin instead of GUI until that's fixed.
