On http://linux-ha.org/ClusterInformationBase/Conversion there is a tool
that converts a V1 haresources file to a cib.xml. I used this and it
worked fine.
I found it created a config that auto_fail_back happened, even though it
is turned off in V1
If you dont want it to use auto_fail_back you have to edit the cib.xml
and change the default_resource_stickiness to INFINITY
