I guess that your SAP/DB software is on a shared storage.  In
that case, i.e. when software is not available, the resource
agent should report that the resource is stopped. If that's not
the case, then please file a bugzilla.
Yes it is on a shared storage but not on a shared filesystem like GFS/OCFS2.
The filesystem is mounted before the SAP/DB resource will start.
In this case, do I have to modify the Resource Agent on the monitor function? or is there an other way to solve this.

Yes, but it should be done for everybody. If you provide a patch,
everybody will be happy, of course :)
