First, what is TE(engine)? I'll try your suggestions. Just as a side note, the 
DC doesn't change even if the node goes to standby. It's only the resources 
moving from "Started NodeA" to "Stopped", to not being listed at all, to 
showing up again as "Started NodeB", in some cases fast enough that the 
intermediary phases are not visible. 

Does the order in the cib file make a difference? Do we have a situation where 
resource #2 is not migrated until #1 is ready on the other side?

What about the imagined solution with the dependencies?

Isn't it that the DC goes idle once the tengine finished with the
transition?
