I don't think we'll even need a RA.
All we need to know is that there's "something" running which requires
fencing. Or not even that, I think fenced has fence groups which handle
this automatically when the clvmd signs in.
The information about these "external" resources might, of course, be
nice to feed into our dependency/status tracking system as unmanged
resources, so we can use them in constraints.
