I have a scenario where for whatever reason apache didn't started on one
node (I don't know what exactly went wrong) so my services went to
another node. But when it had to run on that node, it didn't even try
because it accounted for the start action. It went up as soon as I hit
the cleanup button. Is there a way to make ha try harder or how can I
obtain that?
