Your reply made me go poking around and my uid/gid are the same but it looks
like the OCF has been changed as there's a size difference in the file:
-rwxr-xr-x 1 root root 11890 Feb 6 07:18 mysql
-rwxr-xr-x 1 root root 9150 Nov 13 16:59 mysql.orig - an older copy I had
saved to the side
Running through the diff now to see if it sheds any light as to what might need
to be changed in the xml

This is simply an observation. It may be completely irrelevant.
The 2.1.2 and 2.1.3 packagings for CentOS 5 use different uid/gid. A new
installation of 2.1.3 _may_ install differently to a "via upgrade" route.
Is there an outside chance that something here might be involved? (What
happens if part of an installation has one set of uid/gid? Or if one two
nodes have different uid/gid? (Probably totally irrelevant, but...)
(There's currently a parallel thread (with Subject typo of "CentoOS")
running about this; I'm also in contact with the CentOS packager.)
