Hard to say, but it is highly recommended to update to 2.1.3. Those "hist queue filling up" show up from time to time and are related to various communication problems. Sorry that I can't be more specific. It's one of the grey areas for me ;-) BTW, the fact that heartbeat won't shutdown until the communication's up should be considered a feature. If you know what's going on and want to drop it, then just kill all the heartbeat processes.
