This is a known problem, new at version 2.1.3. (It has since been
properly fixed for future releases.)
The "quick fix" is quite straightforward.
Edit the lib/clplumbing/cl_reboot.c" source file; at line 15 change the
line:
#define REBOOT1ARG 1
to read:
#define REBOOT2ARG 1
(that is, the number in that capitalised word from 1 to 2). The rebuild
should then work. (I hope!)
To understand what it does, look near line 50 where it is used to pick up
which form of the "reboot(...)" call to use.
