We currently have a custom XML parser which I'm pretty sure is strictly ASCII based.

But I've no objection to making it more flexible. Patches welcome :-)

the backend programs?

When I do a 'cibadmin -Q' in which character encoding are
the snippets spit out? Are environment variables (e.g. LANG)
honoured?

As cibadmin -Q does not give a xml-declaration does this mean
all output is UTF-8 encoded?
