Hi,
I tried v2.1.3 with a similiar config. I set order = false group, but
the behaviour was the same: when a resource failed, then all resources
within a group were restarted. I was told it was a bug. isn't it?

this is the default behaviour of groups but can be influenced with the
collocated attribute of the group (default "true").
