I'm assuming you're also installing pacemaker from the same place... In which case its not a simple answer. The BS contains the latest official release of both Pacemaker (0.6.4) and Heartbeat. SP2 includes most of the patches in Pacemaker 0.6.3 (so not quite the latest) but does include all of the Heartbeat changes since the last official release in December (which are not in the BS).
